Maybe a little longer than usual. All you can do is let it grow and see what happens. I would set another one on that plant just in case this one goes bad. You can do some culling later.

It has a nice stem. It is amazing at some of the odd shapes. I have one now that is flat and shaped like a candy corn. I was going to get rid of it, but the candy corn shape has really grown on me. If you are just growing two or three pumpkins then you might try to get a back-up going. But if this pumpkin does not make or break your season, you might want to give it another week to see if it grows on you.

it looks to me like it is going to abort.
From my experience when the are not smooth and get the celulite look they are not going to last long

I'd say no... but let it grow sometimes they start oddly & get better but yes, its possible it will abort or keep having issues.

An eager plant with an incomplete pollination would be my guess.

First pic date is wrong. That should have been July 14th.

Looks like some fairly coarse sand under it or is that an optical illusion?

It’s crappy sand. Looks terrible after watering. Need to strain out the rocks.
