Got a cover crop of Rye grass about 5 inches tall
Do I till it under before winter of leave it till spring?

Better to mow it once and a while to keep it in check or else you'll have a tough time tilling in the spring.

Mine got to about a foot tall so I cut it down with the weed wacker. I’ll til it in in the spring.

You can mow it multiple times if you want. I am assuming you are using cereal rye. There are also 2 types pf rye grass; annual and perennial. They do not produce grain, more of a pasture type of grass. The annual will winter kill, perennial will not.

I have rye that's about a foot tall now, is there any way to incorporate sugar maple leaves into the grass in about a month? Chop up, mow in, let rye grow through winter? I'm low on organic matter and the leaves would help. Thanks

Smallmouth, that's what I would do. I have found that chopping up the leaves keeps them from blowing away. And mixing them with grass or rye clippings will help keep them on the patch until spring.
