Just pulled my plants. should I plant mustard first to bio fumigate then a cover crop or vice versa?

Sorry to hear that. If you plant mustard now you could till it in probably by October. Then you would need to wait 3 more weeks to plant a cover crop. I think winter rye could work at that point.

I did the same thing last year, just about this same time.
I planted mustard. After the mustard crop matured, I mulched it, then tilled it in. I watered the whole patch after tilling it in, so the soil would get a hard crust on top after it dried. After 3 more weeks or so, I tilled it all again and planted rye. This Spring, I cut/mulched it twice before tilling it in.
