Say during a live auction two sets are available on one lot.Bit is at twenty dollars and two people both bid twenty five. Bidding them stops. I understand that the first person who bid twenty five will win the lot but who will the second set? The second twenty five bid or the twenty bid?

The 20 bid would get the second lot, because the second 25 bid is an underbid.
