Is it time to start letting the 3rd stage vines grow or should they still be cut off? Any advice is appreciated.

If you have sections of dead missing leaves, I would let these areas grow back in. Unless your weigh off is in a week, then personally I would stop it

In this late stage we let the new growth go. It is usually pretty minimal and may actually act as a shock absorber to help prevent splits.

I don't know where Battle Ground is, but agree. At this point I feel like a heartbeat vine keeps my broken down plants going... at least in this part of the country. I bet it is different up North.
