I am wondering what the %heavy or under stand for ?
Example 2009 Wallace x 1495 Stelts - 1.3% Under

That means the weight was -1.3% under the estimated weight according to the most recent recognized chart. The estimated weight would have been around 2036 pounds before it hit the scale. You can calculate like a return
(2009-2036)/2036 =-1.3% to the chart.
Just my way at least.
