we kinda got some extreme heat going on,, here in southern utah,,,, when is best time to apply< foliar?,, sunset,, or early morning,, say about 5:30 am?,, been around 85 or so,, at sunset,, temp, wise

the leaf stoma are more likely to be open and receptive to nutrient uptake during the coolest part of the day which would most likely be early morning

I would say late evening even to the point that you may have to use supplemental lighting to be able to see your plants. Large had lamp with new batteries can be a great tool;-)
