Should I till in last year's vines for this year's crop?

Try tilling them. Your tiller will be plugged up like you ran over a spool over baling twine.

You should pull them up each year at the end of the growing season. There is no reason to keep them around as they can harbor insect like the vine borer (here) and disease.

Never till in matter that is not broken down to a soil like material.

Not a good idea to till them in. I dispose of them in the yard waste bucket every year. I think they can bring disease issues if tilled.
I don't really recommend burning them. With all the pesticides/fungicides and fertilizers that we put on them that smoke would be kinda nasty.
