This is concerning the post about the EGVGA seed packets that got destroyed.
This is not a new problem, and back in 2006 when I was still actively trading and sharing seeds I figured out how to do it legally.
It has taken me a while, but I found the paper work that I worked on in 2006. I will post pictures of it in my diary.
In Germany you need to get with the "Aufsichts- und Dienstleistungsdirektion" to have a "Phytosanitary Certificate" issued. I had two done for separate packages I sent to New York (193 seeds) and the PGVG (120 seeds).
It took some time and work, but it can be done legally.

BTW, it was not free either, don't remember exactly but I believe I paid about 50 Euros per certificate.

good suggestion owen but understand 50 euros is insane for seeds and lot of work for a seed hand out might be different if it was auction seed that was directly wanted.

We ought to have one guy, on each side of the ocean, who gathers up all seeds traveling across the atlantic. He or she gets the phytosanitary certificate and handles the shipment.
